The key dimension to pay attention to is the 8mm outer diameter of the raceway. You will need to countersink the washer on the scale side of your liner to seat it correctly. The 4.2mm inner diameter is less critical than it might seem, because the raceway holds the bearings in place, meaning a standard 4mm pivot barrel works perfectly. The small amount of extra room simply keeps things from binding and helps you achieve a smooth, well tuned folder straight out of the build.
